Manufacturing Constants: Changing OH from % to rate?

We have two different manufacturing divisions. The main division has its OH set as a rate in the Manufacturing Constants.

We are trying to standardize how the divisions roll costs, etc. The other division has this set to a %.

What are the ramifications of changing this from a % to a rate to coincide with the main division.... knowing that we will be rolling costs anyway....

Is this a "once you set it, you can't change it" kind of things?

Or, is there a best time to change it?
