Unable to default Scrap account for MES User Responsibility

We are on R12.1.3.

Requirement: We want to default the Scrap account rather than permitting the user to select from the list of Values(we want to eliminate the user to select wrong account etc)

Setup:In MES preferences,we have provided the default scrap account for MES User Responsibility.
