After applying 12.2: CPU PATCH FOR JAN 2017 - issue with .out files missing

We recently applied the following patches for Jan 2017 required patches:

ORACLE APPLICATIONS RELEASE 12.2: CPU PATCH FOR JAN 2017 patch 25032335 :

Oracle WebLogic Server 10.3.6.0 10.3.6.0.170117 Patch 24667634

Oracle JDK 7 Update 131 Patch 25061607

Oracle Fusion Middleware (FMW) - oracle_common 11.1.1.9.0 Patch 24606362

We have applied the patches to 3 systems, and not yet applied to others.  After patching we have found that zero byte .out files are not longer in the directory.

select logfile_name,outfile_name

from apps.fnd_concurrent_requests

where request_id=507614;

The select above returns the logfile name and the outfile_name, but the file does not exist in the outfile dir.
