Cannot use Deleter Personal Records functionality. Receiving APP-PAY-06274: You cannot delete appli

Receiving APP-PAY-06274: You cannot delete application users message even though we have removed the employee reference from the fnd_user accounts.  Why are we still getting this error?  It worked fine last week.
