CA PAY: Using a different date other than Hire date for Vacation Bank Accumulator

In Canada legislation, we have a seeded element Vacation Bank Accumulator. This uses the Hire Date as an input value to calculate the Years in Service and calculate the payment amount.

The Hire Date is a list of values coming from a Systems Lookup which only has Hire Date as the option.

Our requirement is to calculate the Years in Service as of 31-Dec of the last year.

Since the element, fast formula, formula Results, Lookup etc are all seeded, there is no way we can change the logic.

Any suggestion how we can meet our business requirement to do exactly the same as the Vacation Bank Accumulator except that the Years in Service should be calculated as of 31-Dec of the last years instead of Hire Date of the employee.
