How are vCPUs and memory for VMs allocated

On a virtualized ODA X5-2 from where do the vCPUs and RAM come from? From the ODA_BASE allocation? Same for memory?

If we have an ODA_BASE configured with  128G RAM and 12 CPUs and the VM is configured with 60G and 6 vCPUs does that mean teh 60G is from the 256G available? The vCPUs come from the 12CPUs allocated to the ODA_BASE?
