ERRORMSG:Cannot identify any valid application tier nodes in adop_valid_nodes table .Ensure Autoconf

when reapplying patch 2184299 ,adop appy throw the errors

ERRORMSG:Cannot identify any valid application tier nodes in adop_valid_nodes table .Ensure Autoconfig has been run on all nodes

adop exist with status=255 (fail)

i have run

adop phase=apply patches=21841299 hotpatches=yes restart=yes

it took more tha 10 hours ,i 've checked the database server ,i found low space hard disk 0%

i do some cleanup ,

i have interrupt the adop command ,then i run it again ,it gives me the error mentionned above
