Is it normal for P98MOHTM not to convert 100% of text type attachments found?

Good afternoon,

Running 9.2 on tools 9.2.1.1 and we have disabled the ActiveX controls via the jas.ini.  For that same environment we have run the P98MOHTM and it found 132244 text type attachments.  The end result of the conversion is 34426 converted to HTML attachments.   What about the other 97818 files?  Are we to assume the balance of file do not require conversion or do not qualify for conversion?
