Is there a way to capture the Siebel URL pasted on the Browser in Siebel Application or Applet Event

I want to capture the Siebel URL pasted on the Browser so I can verify the SWERow Id parameter value. Depending on the SWERow ID parameter, I need to display an Error Message to User for Unauthorized access.

We have a requirement to identify an if an Unauthorized User Logged into Siteminder successfully anf he is trying to access a Case or a Service Request record which he is not supposed to. The User may have a Bookmarked URL on his favourites and try to access a record in Siebel which he is not supposed to access.

Please Note that we have a Siebel Citizen Service Portal Application and there is no Position or Division or User based visibility in our application.
