TFA does not start oswbb automatically upon restart

OSWatcher (oswbb) component does not start automatically when TFA starts.

Facts:

  1. No other OSWatcher installations - only the one included with TFA.
  2. Non-RAC (no Grid Infrastructure).
  3. Works fine when manually started with "tfactl start oswbb" run as either root or oracle.
  4. Does not automatically start oswbb when tfactl is restarted (either manually with tfactl stop/start or via machine reboot).

Status after TFA restart:
