ERU Based Planning - Min Number of THU / MAX Number of THU

i am trying to configure the setup for ERU Planning and I have a requirement to configure MIN of 20 Pallets and Max of 30 Pallets. On the ERU setups under the Equipment Group / Capacity in reference Units, I see the option as Limit Number of Reference Units and Max Number of Reference Units. I thought that limit number of reference units by the name of it should act like a minimum number of pallets and Max should denote the maximum. But when I ran the scenario, OTM always considers 20 pallets as full trailer and moves on the
