When processing the Late Charges Generate concurrent program, what is the Late Charge Trx Date? How

We upgraded to R12 and implemented Receivables about a year and a half ago.  The Late Charge Trx Date seems to be a new parameter and we aren't sure what this drives.  Any help is appreciated!

(Another User had asked this question in SEP-2016 but it is still unanswered so I have copy pasted it again in the hope that it will get answered this time)
