Problems setting up TLS 1.2 on EBS 12.2.6

We are upgrading our test environment of EBS from 12.1.3 to 12.2.6. I have been following the steps in Doc ID 1367293.1 to enable TLS in EBS 12.2.6, and I am having trouble configuring this.

We upgraded using startCD 51, so Java 7 is included on the App Tier, and we are using Weblogic Server 11.1.1.9.

We are not using iProcurement, iGateway, or Oracle XML Gateway, so I only installed Patch 22806350 for Oracle Workflow and applied PATCH 25072950 to the Weblogic Server.

I created a wallet according to the steps listed in the document, generating a certificate signed by our organization's test root CA. I included the certificate chain in the wallet and added the root public certificate to the b64InternetCertificate.txt as specified. I also copied the wallet files to the other five directories listed in the document.
