"View" not visable instead shows file name in View/Add Comments and Attachments

Good day:

Has anyone run across this particular weirdness? With some of our bidders/suppliers, when they go to the View/Add comments and Attachments on an event, instead of seeing the "View" button next to the attachment, they see the file name.

If you have seen this, have you resolved the issue? If so, how did you resolve it?

So far I can't seem to find a pattern with the effected user profiles.
