When order switch to booked status, Concurrent Program is run?

Hi :  I have the following requirement ( EBS 11i )

1) when user book and order, in the other word, when the order status changes from Entered to Booked, a concurrent program is launched to run.

2) The concurrent program is Sale order Ack concurrent program.  User want to email the Sales Order Ack to customer.

I know XML Bursting and Sales order ack, so I don't have problem on number 2.  But I am not sure about number 1 requirement.  Any suggestion on when and where to launch the concurrent program?  Is that workflow I should modify?  or the oracle form ?  Or form personalization???
