Permission Lists for Requisition Loader

Can anyone tell me what Permission Lists are required for Users to run Requisition Loader?  I have given my User authorized permissions to the Menu REQUISITION_ITEMS and the Components REQUISITION_LOADER and REQ_LOADER and they still receive a Security Authorization error.  I greatly appreciate any assistance or input!
