Summary Accounts

HI All,

Can we define summary template with  only "D" and "T" values ?I mean with out any Rollup group .Pretty much new to these setups. Can any one help me understand?

Below is the one of the current summary template.

Can anyone explain the significance of  "Budgetary Control"  value at Location and "Expense" at account
