Finalize running for long time after 12.2.6 upgrade patch applied

The finalize phase is running for a long time after 12.2.6 upgrade patch is applied. The last thing we see is that it is verifying data dictionary. We gathered data dictionary stats but that also does not help. Also we recompiled complete databases as well. Please advice.
