Is there a way to receive 0 (zero)?

If an item is referenced on a packing list but doesn't show up, I'd like to be able to record that I received 0 but there doesn't seem to be a way to do this.

The disposition would be the same as if I received a partial shipment.

e.g.

Ordered 10, ASN / Packing List Qty 10, Received 1, 9 Short

Ordered 10, ASN / Packing List Qty 10, Received 0, 10 Short

In both cases the disposition is to call the supplier, figure out what went wrong and what the remedy is, but in the latter case I can't record in EBS that something is wrong. The key is the recording of the shortage quantity which distinguish between 0 received and I don't care because they weren't expected versus 0 received and I do care and want to track the shortage as I may now be in a dispute with the supplier.
