Retrieving attachments in EBC

We have been asked to do a data archival for the existing siebel system. Along with the data the client wants to move the attachments associated with the archived records to a folder in windows server which houses the archival database. The retrieval of the data will be done using EBC displayed under a separate screen and the data will be read only. The client also wants to be able to retrieve the attachments as well. So basically the situation is as bellow.

1) Siebel is running on unix having oracle database

2) The archival database is MSSQL running on windows server
