cannot send broadcast message to a user with super admin privilege

emcli send_system_broadcast -toOption="SPECIFIC" -messageType="INFO" -to="SUPER_ADMIN_USER" -message="send"

Following users are inactive/invalid. Cannot send System Broadcast to them: SUPER_ADMIN_USER

I have tried to send to a non-superuser, and that works.

So it looks like it doesn't send to a super admin users.

anybody else seen this?
