12c Wallet Manager issue

I upgraded 11g database to 12c and had wallet issue. While inserting new cert had issues. Found out that the new wallet needs only root and intermediate certs.

I tried to create new wallet using wallet manager but it opens a blank screen. The GUI opens. I found the same issue when I executed dbca.

I checked the environment, sid and oracle home and all are set correctly. Has anyone come across this? I cannot locate information related to this in google or oracle knowledge base.
