MRP not planning all parts unless redundant R3483 is scheduled

Hi, all,

We're run into an issue that I have been unable to solve.  We have a few raw materials components that do not plan/generate action messages unless we schedule a redundant job (scheduler runs exact same version) of R3483.  Gap between the two jobs is less than 1/2 hour,  I've checked items settings, MRP parameters, etc.  I've also re-promoted the R3483 version back to the scheduler in case the existing version was "corrupted".  Not sure where else to look.  Has anyone else run into this situation and how did you resolve?
