EBS 12.1.1-> EBS12.1.3 on Oracle Linux 5.X

Hello,

I have a need to install EBS12.1.3. But I am a bit confused on the certification matrix on the OS level.

From various post, I understand EBS12.1.3 is certified on Oracle Linux 5.X. However, I am not clear on the DB that the base EBS12.1.1 carries (which is 11.0.7). Based on the 12.1.1 release notes Doc 761566.1, there is a foot note (1) says On the database tier, the use of UEK on Linux 5 require upgrading the DB to 11gR2.

My question is: is upgrading the 11.0.7 DB to 11gR2 a mandatory step to get EBS12.1.3 working, regardless of which version of Linux I am using?
