April 2017 CPU Availability Document (2228898.1) - WLS 12.2.1.2 Patch 25388866 -- ready???

This patch is shown in the CPU 2.4 Post Release Patches, with an availability ETA: 5/2/2017; yet I was able to download this patch from the link provided in the CPU 3.3.55 Oracle WLS table.

Is this file that I downloaded usable or stable?  Will we have to return on/after 5/2/2017 for a fully tested version?  Why is it available for download if it has been delayed?
