How to show restricted accounts in reports?

I have restricted journal entry to certain accounts from a specific GL responsibility. Other GL responsibilities can enter & post to these accounts. If I run standard oracle Trial balance from the restricted responsibility it does not show the restricted accounts which is causing Trial balance to be out of balance. How can I force oracle to show these restricted accounts on Oracle's trial balance report?
