E-Mail logging? No SOA..so sad..

Hi folks, we're on 11.1.2.4.200, and was so very happy to see that SOA went away!  Thank you Oracle for that!!  However, in SOA we were able see an e-mail log..  Did that go away?  We're having a few folks saying that they aren't getting an e-mail notification from ARM and we need to verify that they are being sent.  Any information is appreciated!!
