How does Ship to default for requisitions created from inventory replenishments (re-order point)

I have a unique situation. Our requisition loader default setting identified a specifc shipto, requestor and buyer to be used for replenishments created as requisitions but I am seeing only requestor/buyer is being considered but is not picking the location I referenced on the default. Peoplebooks reference that location for replenishments default based on Inventory BU location that requested. Any idea if there is another place it could default from?

We have this requirement where a Single Buyer is responsible for materials for two different plants. Depending on which BU she orders, would like that location to default. We made sure her user preference and buyer setup does not reference any location as default. Am I doing it right or is there a different way to set this up? Appreciate any help on this.
