Hardware refresh for EBS 12.1.3 running OEL 5

I am starting to plan a project to migrate our existing application servers for EBS 12.1.3 running OEL 5 to new hardware running OEL 7.  I'm trying to figure out the best way to do this and I'm not really sure what I'm trying to do.  Am I just scaling out since both the old hardware and the new hardware are both running OEL?  In that case, do I just add two new nodes via cloning and then remove the old nodes?

I'm just looking for a starting point, any help will be appreciated.
