Some BEX rows in Proj_resource have a bi_distrib_status = U

Hello, We have an inconsistent issue where some rows in Proj_resource with system source of BEX have a bi_distrib_status of 'U' preventing them from getting billed.  Does anyone know why this would happen or where to start looking?  I have been looking at PC_Pricing but don't know if this is the correct place.  Thanks for your help.
