Some Agents are not yet re-secured

This one is confusing me - trying to upgrade my 12.1.0.4 to 12.1.0.5 the upgrade runs the prereqs and comes up with "

upgrade to 12.1.0.5 fails with prereq failure Some Agents are not yet re-secured"

Fine I thought I'll just re-secure the agents that flag up from a "emcli get_ca_info -details"

but after "emctl secure agent" completes I still see it as needing resecure (Following Agents needs to be re-secured, as OMS is secured using force_newca option or as the CA is reset:)

I have 2 CAs configured and most of my agents are happily using 1 of them so what's going on with the few that apparently are not using either ?
