Retro time cards creating hours

We recently discovered that when creating retro time cards, even though we have checked off "no hours on timecard" that hours are still generating and creating additional time cards.  This seems to be something that has only happened, we think, since moving to 9.2.  Has anyone seen this?  Is this a bug?
