Not allow backordered Sales order, but partial reservation is enabled in system options

Dear Oracle Masters,

We understand that Oracle is provide shipment priority in Sales Order, and it is can be defaulted from header or manually entered in sales order line.

and Oracle function, reservation for onhand quantity can be done by manual in SO line or during pick release(Shipping transaction status is staged/picked confirmed).

There is request from our user to release sales order by using shipping priority, for that we plan to use multiple release rule, and set as request set,

But other condition is, some of the 10 customer which is 1st priority need to be excluded in release rule because not accept backordered (in system option
