Row Set Limitation on FSG Templates

In 12.1, we were able to have row sets that were up to 289 with no issues.  In 12.2, there seems to be a limitation as the user cannot exceed 154 rows.  See attached example.  Is there a way to extend the number of rows?  Is there a limitation on Row Set and Column Set for FSG?
