PT8.54, CS9.0, anyone develop workflow with Virtual Approver

We are on PTools 8.54 and CampusSolutions 9.0, and are trying to develop a Form(page)  workflow using virtual approver, for multi-level approval processing.

We do not have access to AWE. First used workflow with triggerbusinessevent() and successfully notified a single approver with WorkList and Email.

Now trying to change from that, to Virtual Approver and Virtual Router (in SaveEdit and WorkFlow pcode) with Approval RuleSets, etc., and getting an error in Virtual Approver.

Has anyone had success developing Workflow and multi-level Approvals, in the standard psoft workflow provided by App.Designer,

before AWE came along? Any advice will be appreciated!
