How can we fix the different select statement in pos_upg_usr.sql for 11i and 12.2 for the hz_relatio

During our upgrade process we have found our iSupplier Portal is not working. The same issue occurs during cloning the 12.2.5 environment. The "APPS_FRAMEWORK_AGENT" is not being updated at the user level for iSupplier users.

An example is taken from and upgraded, then cloned environment. The clone came over with the production values and neither is production. We don't have an actual external node now so we are setting both the external and internal URL the same.

Value for all of the users are set to https://oasss07h.gdls.com (our external/reverse proxy for Suppliers in production)
