Getting an error on tax Distribution Line

I am getting the following error when I try to view the distribution on the tax line.

"Item lines related to this charge do not have any distributions generated. generate the related distributions first and then open the distributions window"

I have already referred to the doc  (Doc ID 1593229.1) and followed all the steps listed, however it does not work .

Has anyone encountered this error before?
