loadHier caught Exception

"loadHier caught Exception: Cannot run reconfigGlobalDomainPartitions while reindexDomain is in progress"

As I was running reindexdomain which was killed in the middle, now trying to do a loadhier but even if there is no process running, it is showing the above error eveytime we try to loadhier. I have tried restarting application, also checked the processes in ps -ef but no rpas related processes are running.

Please let me know if someone has observed this error before and how to resolve it.
