volume restriction on Rate offering not working for TL rate setup in OTM 6.4.1

in Oracle Transportation Management (MOSC) Question

Hi ,

I have a simple  TL rate  offering set up with the minimum volume as 800CuFt and min weight as 7000lbs and max weight as 43000lbs. and also to be clear its all just plane volumes we use  not dimensional volumes.

Now  when an order has a weight of 14000lbs and volume of 400cuft these rate offerings are getting picked. Is it happening only in 6.4.1. or this is happening to any body.How can i rectify this?
