Profile Access Table, how does the access get the locked icon?

Ok this might be the dumb question of the day but we have an SR open and I'm not entirely sure if it's a feature or UE.  We have viewer groups based on region, folks in said group say they can't see new recons even thought they have the correct group access.  Noticed that in the access tab in profile it has the locked icon next to the group.  How does that happen?  What does it mean it's locked?  Looked in the admin guide but didn't see anything.  Also, the locked group didn't exist in HSS so would have thought
