I have a problem with FSG relative year; Constant Period of interest

I create a report creating control values per each period and using relative year -1, however the information it retrieves is for the current year and not for the past year, and also regardless of what period number I assigned, it brings the information of the month I run, for each month, unless I use the offset in the column set, does anyone know why am I having this problem?

As a note even if I change the relative year to -2 still brings information for the current year.
