Release status

We are on Oracle R12. I am creating a process where iProcurement catalog is used to create a requisition and once the requisition is approved it automatically creates a release. The process till here is working fine, however, as soon as the release is created it is either getting approved automatically or is going in 'In Process' status, i.e the workflow is kicking in immediately upon release creation. I want the release to be created in 'Incomplete' status so the user can do and send it for approval manually.

how can I do this?
