wfdspifx.sql in merge with 10124646 running slow and long

Hi there,

We are doing another mock upgrade and the wfdspifx.sql script running from the merge of preinstall patches with 10124646 is running much too long. There is a lock and sleep in the sql script and at this rate it will take hours. Are you aware of anything we might to do improve this? We've searched for solutions but so far, nothing.
