Merge US patches with the additional language patches depending on system topology

Could you please share your advice on this?

Customer wants to merge NLS version patches with there US version patch and be applied at one time (using EBS 12.2).

When they referred to the following Maintenance Guide, they need explain more on this sentence:

"You can also merge US patches with the additional language patches.

However, depending on your system topology, it may be necessary to keep the US and non-US patches separate."
