Issue after opening Siebel Tools

Hi,

I have installed IP2013 tools and on top of it i have installed Patchset11. When connected to local tools with local dbf i am facing a strange issue. I am successfully able to log into local siebel tools. After logging in i able to navigate between the objects (Like Applets, Business Components) in the Object Explorer. However i am not able to see any data on the right hand side.  Refer to the screen shot below. Strange is i can see the record count of applet in the belo line.

When i try to do a blank query i get the below error
