Only Special Coverage T Labor Operation can be used on Special Coverage Reimbursements.

I have a LOV type which intermittently works for some LOVs and not others. The user see the error "Only Special Coverage T Labor Operation can be used on Special Coverage Reimbursements." when trying to select the specific reimbursement type. However on other LOVs it works just fine for them it is only certain ones. How can I resolve this since there is not documentation for this issue?
