Expense Management Profile Table F20103 - R09E121 processing

Has functionality changed in R090E121 between 9.0 and 9.1 that has changed how F20103 is populated?

In 9.0, the only time we saw a value populated in the Manager ID field (MGRID)  was when we created a profile that had a manager ID override in the processing options of R09E121.  99.9% of our profiles are created with approving manager and business unit coming from Employee record (F060116).

In 9.1 it appears that any new profiles created are all populating the Manager ID.  Is this correct?
