Can I create a workorderless completion in one org that consumes components, resources from another

We have two inventory organizations: Organization A manufactures the product, and it is immediately shipped to the other inventory org (Organzation that functions as a warehouse

Currently we do a work orderless completion in Organization A, followed by a Direct Org transfer from Org A to Org B.

Question: can I create a single transaction that completes the product into Organization B while it consumes materials and resources from organization A?

We are on EBS 12.1.3.8
