Cdn taxes wrong after running an Offcyle, Manual Interim through to Final Update

My customer is testing the YTD Payroll History conversion process in JDE.  After the Offcycle Manual interims are finalized to Payroll History using an Interims Only payroll process, when we run a regular payroll run for the same employees, their CPP and/or Federal taxes are off.  The amount of the differences varies significantly between employee.

We've testing creating payroll history using a regular payroll run, and when we create an interim or run a payroll for the next pay period, the employee's taxes are correct.  If we create payroll history using an Offcycle Computer interim, then run a regular payroll for the next pay period, the employee's taxes are correct.  The issue only happens when payroll history was created using an Offcycle Manual interim, which is what the YTD Payroll History conversion process creates.  Even when we manually enter an Offcycle Manual interim to create history, the new payment's CPP and/or Federal taxes are off.
