Compensation Review Workbench -HRM Common setting for "Open Compensation Review Process" - not wor

Under the HRM Common setting (P05004), I have the Data Item "CMPOPEN" current setting flipped to "no". If the value is set to NO, managers will have VIEW only access. Meaning under the the Quick Entries Application or Individual Review, the supervisor should not be able to make an entry or change an entry.

I am on @JDE Version 9.2.

Has anyone else experienced this issue.
